Mitigation focus areas
High-priority assets were clustered with Getis-Ord Gi* hot spot analysis. Significant hot spots (90–99 % confidence) were buffered 750 ft and dissolved into focus areas, then each area was scored on the mean and maximum priority and the number of assets it contains. Primary focus areas use point and polygon facilities and are ranked into tiers. Secondary focus areas also include roadway assets.

Secondary focus areas (points, polygons and roadways)
Methodology
A reproducible, GIS-based framework that turns modeled flood scenarios into a single, comparable priority score for every critical asset, and then into the places where mitigation money does the most good. Point, polygon and roadway assets are scored with the same structure so they can be ranked together.

Scoring formulas
Flood Risk Index
Weighted, normalized exposure. Rainfall is weighted highest because it is the dominant flood driver in Davie.
Priority Score
Impactₛ = Depthₛ × %Floodedₛ (polygons)
Horizon scores: current 10 · 2040 5 · 2070 1 · none 0, normalized 0–1. Criticality boosts hospitals, fire, police, evacuation routes and key utilities.
Focus Score & tiers
- Tier 1: highest-priority mitigation zones
- Tier 2: secondary focus areas
- Tier 3: monitoring and long-term planning (emerging risk)
All inputs normalized 0–1. Gi_Bin 3 / 2 / 1 = hot spot at 99 / 95 / 90 % confidence.
Why it matters
The score is more than a flood depth. It combines severity, how often an asset floods, which mechanism floods it, how soon, and what happens to the community when it fails. A fire station flooded today ranks above a park flooded only in 2070.
Focus areas move the answer from a ranked list to a map of where to invest. They feed capital improvement programming, grant applications and the Town's long-term resilience plan.
